About Elareon

Elareon Group is directed by Artem Kuryachy, an engineer and analyst with experience spanning infrastructure project delivery, federal regulatory compliance and municipal utility finance.

He holds an M.Sc. in Mechanical Engineering and B.Sc. degrees in Petroleum Engineering and Computer Science. His professional background includes construction project management with the U.S. Army Corps of Engineers; loan compliance oversight for one of the first EPA WIFIA-funded capital improvement programs at a municipal water utility in Colorado (approximately $60 million); federal compliance system development and audit support; municipal utility budgeting; capital improvement plan financial analysis; and annual forecasting in a public-sector environment.

Elareon was formed to apply this combined engineering, regulatory, and analytical perspective to the development of focused data products and tools—bringing structure, automation and traceability to complex, regulated environments without obscuring judgment or context.
